So you're a Senator, have been forime 40 years, don't know that the President has the authority to deploy troops for 48 hours without notifying Congress, and can keep them deployed for 60 days after notifying.
This is not new, the War Powers Resolution act was signed into law in 1973.
Er... A peace treaty requires 2/3 majority vote in the Senate for ratification. That's in the Constitution.
An executive resolution on the other hand, which is internationally binding, does not.
Congress would have leaked the war plans- and Iran would have moved their enriched uranium.
